TNFJ Chief announces code of Azadari; Muqaddesi urges to dessiminate message of Hussainiyat in a positive manner

Islamabad, June 15, 2026: Chief of Tehreek-e-Nifaz-e-Fiqh-e-Jafariya Pakistan, Allama Agha Syed Hussain Muqaddasi, has announced a 14-point Code of Mourning during Muharram-ul-Haram at the Headquarters of Maktab-e-Tashayyu through a press conference, following the footprints of the Spiritual Leader and Quaid e Millat e Jafariya, Agha Syed Hamid Ali Shah Moosavi (RA). The code aims to ensure peace during Muharram, thwart conspiracies of the enemies of religion and the homeland, promote inter-sect harmony, and uphold the dignity, honor, and prestige of the beloved homeland.

Allama Agha Syed Hussain Muqaddasi said that Imam Hussain is the benefactor of religion, Shariah, and humanity, and that the eternal and everlasting sacrifice of Imam Hussain will be commemorated through the worship of mourning with devotion, reverence, dignity, and affection, considering it the true spirit of servitude to God. He stated that no restriction, ban, or obstacle in the path of loyalty and mourning will be tolerated. He rejected the unconstitutional anti-mourning restrictions included in the rules and regulations of the Punjab Home Department, emphasizing that a believer is bound only by the commands of Almighty Allah and that no unjustified unconstitutional or unlawful restriction can be accepted under any circumstances. He further stated that the world should remember that the creation of the followers of Haider-e-Karrar is for the sake of loyalty and mourning, and they will never deviate from the purpose of their creation.

Following in the footsteps of the Leader of Tashayyu, Agha Moosavi, he said they would safeguard mourning at every moment and would protect the sanctity and honor of the symbols of mourning more dearly than their own lives. He added that their doors remain open for cooperation with the government, administration, and all institutions to counter enemies of religion and the homeland and all forms of mischief and unrest, but there can be no compromise on the mission of Hazrat Zainab and Imam Zain-ul-Abideen represented through mourning.

Responding to a question, Allama Muqaddasi said that the Iran–United States agreement is a positive development for humanity. He stated that the defeat of colonial and arrogant powers in the face of American and Israeli military aggression and the victory of the followers of Ali are being acknowledged throughout the world. He said Pakistan rendered unforgettable services in facilitating reconciliation and provided a way for the imperial power to emerge from war. Such a historic role deserves appreciation. He added that the United States should reciprocate by playing a constructive role in resolving the nuclear flashpoint of Kashmir and should also assist Pakistan in overcoming its economic difficulties. He remarked that while financial resources are being directed toward the Middle East, some support should also be extended to Pakistan so that it can effectively confront terrorism and the menace of Khawarij.

In response to another question, Allama Muqaddasi said that normalcy should be restored in Azad Kashmir through dialogue and understanding. He urged both sides to demonstrate flexibility in their attitudes and transform differences into peace and mutual affection.

Explaining the points of the Code of Mourning, he said that mourning processions throughout the country would be conducted in accordance with the Moosavi–Junejo Agreement of May 21, 1985, and that no interference in these processions would be tolerated. He demanded that the government ensure the respectful conduct of mourning processions in accordance with the formula agreed between the state and the community under the Moosavi–Junejo Agreement.

He further stated that, in order to resolve the issues faced by mourners and organizers and to ensure law and order, the government should establish Muharram Control Rooms under the Federal Ministry of Interior and at district level in all five provinces, including Azad Kashmir, and link them with the central and regional control rooms of the Muharram Committee and Azadari Cell of Tehreek-e-Nifaz-e-Fiqh-e-Jafariya.

Allama Muqaddasi said that mourning is their fundamental constitutional right and that no interference in it would be accepted. He urged authorities to abandon the practice of portraying Muharram as a security threat and to refrain from restricting or obstructing mourning programs in the name of security or harassing the organizers of gatherings and processions. He also demanded the immediate withdrawal of the unconstitutional Standard Operating Procedures imposed by the Punjab Home Department regarding mourning activities.

The Chief of TNFJ stated that the government should ensure the implementation of all provisions of the National Action Plan without discrimination or exception in order to eliminate terrorism and maintain peace and order. He said that mischief-makers and terrorists have no religion or sect; therefore, banned organizations, regardless of their old or new names or outward appearance, should face effective and practical restrictions, and their leaders should be placed on the Fourth Schedule. At the same time, the names of peaceful and innocent mourners currently listed on the Fourth Schedule should be removed.

Allama Muqaddasi emphasized that organizers of gatherings and processions should cooperate with security institutions and also ensure their own protective arrangements. In this regard, the services of volunteers from Mukhtar Force and Ibrahim Scouts (Registered) should be utilized. He further stressed that discipline and punctuality must be observed at all costs during gatherings and processions and that nothing contrary to the spirit of mourning should be permitted.

He demanded that security arrangements at sensitive locations be ensured in advance and that such locations be placed under the responsibility of the armed forces.

Further explaining the Code of Mourning, he stated that food offerings and sabeels should not be accepted without verification and that no person should be allowed access to mourning venues without being searched. Agha Muqaddasi said that instructions should be issued to the administration to cooperate with organizers of gatherings and processions and that no order should be enforced that deprives Pakistani citizens of their constitutional rights, creates an impression of discriminatory treatment, or causes difficulty in the performance of mourning rituals.

He urged scholars and speakers to convey the message of Hussainiyat in a positive manner and to prioritize unity and solidarity above all else.

He appealed to all schools of thought to fully respect each other’s beliefs and ideologies and to adhere to the principle of not abandoning one’s own beliefs while refraining from interfering with the beliefs of others.

Allama Muqaddasi said that the media should highlight the sacrifices of the martyrs of Karbala and that musical programs, dramas, and entertainment shows should remain suspended during the days of mourning for Imam Hussain. He further stated that proper lighting and cleanliness should be ensured along the routes of gatherings and processions and that electricity and gas load-shedding should be avoided during mourning programs.

The Chief of Tehreek-e-Nifaz-e-Fiqh-e-Jafariya appealed to political parties to suspend political activities during the first ten days of Muharram and to give priority to the remembrance of Imam Hussain.

Allama Agha Syed Hussain Muqaddasi further stated that declaring any recognized Shia or Sunni school of thought as non-Muslim should be made a punishable offense. He urged the government to maintain strict vigilance over those spreading hatred through social media and to bring individuals promoting hatred and provocation within the reach of the law.

At the conclusion of the press conference, Allama Muqaddasi offered special prayers for the security and stability of the country and the nation, the establishment of peace, and the promotion of mutual tolerance and respect. Afterwards, the Chief of Tehreek-e-Nifaz-e-Fiqh-e-Jafariya, Allama Agha Syed Hussain Muqaddasi, met with journalists and prayed for the resolution of all their concerns and problems.
