Honourable newsmen!

The Islamic calendar begins with the month of Muharramul Haram honour and dignity of which is undisputedly crystal clear. This is the holiest month in which riot, murder, massacre, war, shoot-out etc. are considered sin. But tragically, 1362 years ago, the great and pious personality, beloved grandson of the Holy Prophet (SAW), Farzand-e-Ali (A.S.) and Batool (S.A.), Imam Aali Muqaam Hazrat Hussain was martyred in the hot plains of Karbala along with 72 faithful companions and offspring while Khanwada-e-Ismat and Taharat was trampled ignoring the sanctity of Muharram. Hussain (A.S.) on whom not only the Ayah Tatheer-o-Mubahila stands witness, but a saying of the Holy Prophet (SAW) also goes that Hussain is from me, and me from Hussain. But Almighty Allah termed this great martyrdom
and according to
Poet of the East:

Hussain (A.S.) was the son of Ali ibne Abi Talib (A.S.) whose saying goes
(I am the point beneath the alphabet “Bey”). That is why Iqbal had said:

The way personality of Hussain (A.S.) is great, his martyrdom is also the greatest. The greatness of the word Shahadat (martyrdom) is already clear from its name. There are two aspects of Shahadat: 1) Achievement of the most holiest objective; 2) The Shaheed presents his most dearest thing while in full senses. That is why there is no standard bigger than the Shahadat and no honour bigger than to be a Shaheed. A saying of the Masoom (A.S.) goes that there is a pious person bigger than every pious person but there is no bigger a pious person than a Shaheed. What was the objective of Hussain’s Shahadat? This question himself replied by Hussain ibne Ali (A.S.) in these words: I am not going out with the objective of mutiny, war or battle, neither my objective is to spread riot or commit oppression and excess. I have come out just to correct the Ummat of my grandfather. My objective is Amar Bil Ma’aroof, Nahi Anil Munkir and to follow in the foot-steps of my father and forefathers. 

A saying of the Holy Prophet (SAW) goes:(Recite Kalima La Ilaha Ilallah to achieve welfare. Kalma-e-Tauheed is negation of “Ghair-Ma’abood”. The Holy Prophet (SAW) was offered absolute power but he rejected everything saying that he would not restrain himself from preaching Kalma-e-Tauheed even they keep sun in my one hand and the moon on the other. He proved himself true by putting in place a Godly State in only 23 years. Half a century after the Holy Prophet (SAW) when Yazid inducted himself into power, he considered Kalma-e-Tauheed a hurdle in his way and denied the concept of “Wahi” and “Ilhaam”. He tried to change the Masnad-e-Illahi into Takht-e-Shahi and deshape the Shariat-e-Muhammadi. At that time Nawasa-e-Rasool, Shahzada-e-Konain, Waris-e-Anbia and Mursaleen and the spokesman of Kalma-e-Tauheed not only confronted Yazid but also declared upon the whole world that like Nimroud, Shaddad, Firon, Hamman, Abu Jehl, Abu Sufyaan, Abu Lehab and Satan were the spokesmen of evil and could not bow down our forefathers, similarly Yazid could not also bow down us or keep us away from the right path. Allama Iqbal expresses it in his words:

Therefore, it was proved that objective of the Qayam-e-Hussaini was Kalma-e-Tauheed. Poet of the East expressed it in his words:

The thing that is for the Zaat-e-Ahdiyyat, in it lay eternity that is why Hussainiyyat is still alive. The Qayam of the Imam Aali Muqaam was not to achieve power. Iqbal says:

Hussain ibne Ali (A.S.) presented that eternal, exemplary and valuable sacrifice for a great cause that there is no such example in the history. The poet says:

Objective of the Shahadat was protection of the Islamic and religious values and expression of human greatness and dignity. That was the reason that Hussain (A.S.) is Shaheed-e-Insaniyyat. Therefore every conscientious person, whether he belongs to any religion, Maslak, colour, creed or a country accepts Hussain (A.S.) as his master and leader and considers it a blessing to be called Hussaini. In short words Hussain (A.S.) belongs to all and Hussain (A.S.) belong to Allah.

At present, the God gifted State of Pakistan has the singular honour on this horizon that its Nazria-e-Asaasi is Kalma-e-Tauheed and according to Khwaja Moeenuddin Chishti
Ajmeri:

Colonial powers and their Hindu and Zionist agents are biased and are averse against motherland Pakistan because they consider Kalma-e-Tauheed and the motherland a danger for them while Kalma-e-Tauheed guarantees blessing and acts as survival for the whole mankind from the wrath of God but the enemy was following the policy to negate this fact therefore they do not hesitate using every tactic through its agents to promote biases, particularly in Ayyam-e-Aza. At present, the whole mankind in general, and the motherland Pakistan in particular, were confronted with terrorism. In these circumstances, we are under the obligation to prove ourselves Hussaini through our words, deeds, Seerat and character and declare upon the Taghooti world that we would prove ourselves a concrete wall against our enemy by becoming united and pious.

I am announcing the following Code of Azadari today in connection with the ensuing month of Muharramul Haram and if followed, we all would derive its fruits.

CODE OF AZADARI

  1. The government should get the May 21, 1985 Junejo-Mausavi agreement fully implemented in connection with bringing out of mourning processions.

  2.  Azadari Cells should be set up at Federal Interior Ministry, Ministry for Religious Affairs, and at Provincial levels and publicised through media. Responsible persons of these Cells should be directed to keep a close contact with the Central Muharram Committee’s Control Room at TNFJ headquarters so as to resolve any problem confronted during Muharram. These Muharram Cells should remain there from 1st Muharram to 8th Rabiul Awwal because Azadari processions and Majalis are regularly organised during the
    Ayyam-e-Aza.

  3. The President of Pakistan took a right decision to allow special Wa’az (address) in connection with the use of loud-speaker in his address to the nation on January 12. Therefore the Administration should respect that decision. However they could take action against those who, according to President of Pakistan, preach hatred and anger.

  4. The holy month of Muharramul Haram reminds us of exemplary sacrifices rendered by Nawasa-e-Rasool Syed-us-Shuhada Hazrat Imam Hussain (A.S.) and his die-hard companions but our electronic media mostly presents Hamd-o-Naat and poems during the first 10 days of Muharram while there is need for our electronic and print media to highlight the great sacrifices of Martyrs of Karbala in an effective manner, but also to avoid ‘Munkiraat’ and keep off from all musical and comedy programmes and dramas.

  5. Effective and strong protective measures should be taken before hand during Majalis-e-Aza and Azadari processions at sensitive places.

  6. The military leadership should not enforce any law that encroaches upon the rights of anyone and no one should be allowed to take law into his hands.

  7. Special arrangements for light and cleanliness should be made at the places of Majalis-e-Aza and en route all mourning processions throughout the country and the military leadership should direct District Administration throughout the country to avoid spreading fear and harassment amongst Azadars and organisers of Majalis and mourning processions so that Azadars could perform their Azadari rites without any fear.

  8. Preaching of biases should be prohibited and terrorism and the terrorists should be rooted out completely.

  9. In case of any untoward incident the issue may be resolved through contacting the local administration and the local Muharram Committee of the Tehrik Nifaze Fiqh-i-Jafariya. The Central Muharram Committee of the TNFJ may be approached if the issue remains unresolved at local level.

  10. The organisers of Majalis-e-Aza and Azadari processions should take protective measures and remain fully watchful and alert.

  11. The countrymen should keep a strict eye on the enemies of religion and the motherland and actively announce their hatred against the elements promoting all type of biases.

  12. All schools of thought should preach their faith and ideologies in a positive manner and should highlight the deeds of Imam Aali Muqaam (A.S.) and his diehard companions.

  13.  Ulema, waizeen, and zakireen should give priority to unity, brotherhood and solidarity & integrity of the motherland in all matters and all leaders should suspend all type of political activities during Ashra-e-Muharram. Azadars should give priority to Azadari over all other matters.

  14. Women should follow the seerat of Mastooraat Mukhadddat-e-Ismat and Taharat and the youngsters that of
    Mashaheer-e-Islam.

  15. Discipline should strictly be followed during the Majalis-e-Aza and Azadari processions and all those activities should be avoided that are contrary to the sanctity of
    Azadari.

  16. Dignity and honour of all Makatib and Masalik should be respected without any discrimination.

  17. Organisers of the Azadari programmes are responsible to follow the Code of Azadari and also advise others to follow it in letter and spirit.

In the end I would like to make it clear that Azadari is a universal protest of Mazloomin and Mustazefeen against the oppressors and Mustakbereen rather a basic right that could not be snatched from them. I have always said that Azadari is our jugular vein and a source of survival. Our forefathers neither accepted any hurdle in its way nor we will accept any in future because “a Momin is always bound to follow the Directives of Almighty Allah”.
May Almighty Allah give us intuition to follow the character of the Holy Prophet (SAW), Farzand-e-Ali (A.S.) and Batool (S.A.) and protect our motherland and those who live in it from difficult moments and problems.
